Update SA-EWS1

Change the referred paper, take settings as command-line arguments,
adjust execution policy of sensors and agents (except for the logger
agent), read all sensor data from one multi-column CSV file; I also
added notes about the remaining details: to adjust agent implementations
with the updated functionalities.
